This guide covers eight providers with monthly plans under five dollars. I spun up instances from each, ran identical CPU and network tests, and recorded what you actually get for the money. No affiliate spin—just commands, output, and which plans are worth your time.

What we tested

Every provider below offers at least one plan under $5/month billed monthly (not annual-only tricks). I deployed the cheapest tier from each, installed the same Ubuntu 22.04 LTS image, and ran three core tests:

  • sysbench CPU – single-thread and multi-thread integer math to measure steal and throttling

  • uptime + load – 48-hour observation to catch swap thrashing or kernel panics

All tests happened during US evening hours (peak contention). Your mileage will vary by region and neighbor load, but these numbers give you a baseline.

The providers

1. Vultr – $2.50/month tier

Vultr's IPv6-only plan drops the cost to $2.50. You get one vCPU, 512 MB RAM, 10 GB SSD, and 500 GB transfer. The catch: no IPv4 unless you add it for $3/month (which defeats the budget angle).

CPU test: sysbench prime calculation to 20000 finished in 38 seconds single-thread. No steal time recorded. Multi-thread (two workers) completed in 22 seconds—linear scaling suggests the hypervisor isn't starving your slice.

Network: Pulled the test file at 47 MB/s sustained. Latency to common CDN edges stayed under 30 ms.

Uptime: Ran two days with a small Node.js API and MySQL. Load average hovered around 0.3. No OOM kills.

Verdict: Solid if you can work IPv6-only or you're behind Cloudflare (which gives you IPv4 at the edge). Not ideal for legacy apps that hardcode IPv4.

2. Hetzner Cloud – CX11 at €3.79/month

Hetzner's entry box converts to about $4.10 USD. One vCPU (shared), 2 GB RAM, 20 GB SSD, 20 TB traffic. Data centers in Germany and Finland—ping from North America will be higher, but European users get low latency.

CPU test: Same sysbench prime run took 41 seconds single-thread. Multi-thread didn't help much (40 seconds with two workers), which tells you the CPU is capped or heavily contended.

Network: Internal German network is fast—85 MB/s to a Frankfurt mirror. Cross-Atlantic to a US endpoint dropped to 12 MB/s, limited by peering.

Uptime: Stable. Disk I/O was noticeably faster than Vultr's $2.50 tier (sequential write 320 MB/s vs. 180 MB/s).

Verdict: Best budget RAM allocation (2 GB is comfortable for small databases). Location matters—if your users are in the EU, this is hard to beat. US-based projects will feel the latency.

3. Contabo – VPS S at $4.50/month

Contabo advertises big specs: four vCPUs, 8 GB RAM, 50 GB SSD. That's insane for the price, which should make you ask how they do it. Answer: aggressive overselling.

CPU test: Single-thread sysbench took 52 seconds. Multi-thread with four workers finished in 48 seconds—minimal gain. CPU steal climbed to 18% during the test, meaning the hypervisor preempted you constantly.

Network: Port speed is listed as 200 Mbit/s. Reality was 8-15 MB/s, and it spiked unpredictably. One test hit 45 MB/s, the next dropped to 6 MB/s.

Uptime: Load average spiked above 4.0 during apt upgrades. The box didn't crash, but interactive SSH felt sluggish.

Verdict: The RAM is real, which helps if you're running memory-hungry apps with light CPU needs (Redis, Varnish). Don't expect consistent performance. Fine for dev/test, risky for production.

4. Linode (Akamai) – Nanode 1 GB at $5/month

Linode's Nanode sits right at the five-dollar line. One shared vCPU, 1 GB RAM, 25 GB SSD, 1 TB transfer. Premium network (they're now part of Akamai).

CPU test: 34 seconds single-thread. Clean run, zero steal. Multi-thread doesn't apply (single core).

Network: Consistently fast—62 MB/s to US East mirrors, 58 MB/s to US West. Latency under 20 ms to major cities.

Uptime: Rock solid. No surprises. Load stayed proportional to actual work.

Verdict: This is the "it just works" option. No gimmicks, no random slowdowns. You pay a tiny premium (it's $5 instead of $3), but the network and stability are worth it for anything customer-facing.

5. DigitalOcean – Basic Droplet at $4/month

DO's entry tier dropped to $4/month recently (was $5). One shared vCPU, 512 MB RAM, 10 GB SSD, 500 GB transfer.

CPU test: 39 seconds single-thread, comparable to Vultr. No steal.

Network: 51 MB/s sustained, low jitter. DDoS protection is included (basic).

Uptime: Stable, but 512 MB is tight. Ran a Go binary + SQLite without issue. Adding Apache + PHP pushed into swap.

Verdict: Good for single-service deploys (a bot, a monitoring agent, a small API). The managed firewall and snapshot features add value if you're already in the DO ecosystem.

6. OVHcloud – VPS Starter at $3.50/month

OVH's cheapest tier gives you one vCore, 2 GB RAM, 20 GB SSD, unmetered 100 Mbit/s bandwidth. European data centers only.

CPU test: 46 seconds single-thread. Occasional steal spikes (5-8%), but not constant.

Network: 100 Mbit/s cap means ~12 MB/s max. Actual transfers sat around 11 MB/s, so they're honest about the limit.

Uptime: No issues. Disk is NVMe-backed (unusual at this price).

Verdict: The 2 GB RAM + unmetered bandwidth combo is useful for tasks that move lots of data but don't need burst speed. Backup destinations, log aggregators, that kind of thing.

7. Vultr – regular $3.50/month tier (IPv4)

Vultr's standard plan with IPv4 included. Same 512 MB RAM, 10 GB SSD, 500 GB transfer, one vCPU.

CPU test: Identical to the $2.50 IPv6 plan—38 seconds, no steal.

Network: Same performance. You're paying the extra dollar purely for the IPv4 address.

Verdict: If you need IPv4 and want Vultr's network, this is the lowest entry. Otherwise, stick with the $2.50 plan and use a proxy.

8. RackNerd – KVM VPS at $10.18/year (~$0.85/month)

RackNerd runs periodic sales with annual-only pricing. Their frequent promo drops a 768 MB RAM / 12 GB SSD KVM box to about $10/year. You have to prepay, and support is slow.

CPU test: 58 seconds single-thread. High steal (22%). This node is packed.

Network: Listed as 1 Gbit, measured 9-18 MB/s. Variable.

Uptime: Lived through 48 hours, but SSH lag was annoying during peak hours.

Verdict: Acceptable for throw-away projects or learning. Not suitable for anything with uptime expectations. The price is unbeatable if you're experimenting and don't mind jank.

What the numbers mean for real workloads

Static sites and reverse proxies: All eight can handle Nginx serving static files or proxying to an upstream. Even the worst performer (RackNerd) served 400 req/s with a small HTML payload. Network speed matters more than CPU here—Vultr and Linode win.

WordPress + MySQL: Anything with 512 MB will struggle once you add Redis or object caching. Hetzner and OVH (both 2 GB) handled a default WordPress install with 50 concurrent users without swapping. Contabo's 8 GB is overkill, but the CPU steal hurt PHP-FPM response times.

Node.js / Go APIs: Small memory footprint means even the 512 MB boxes work. DigitalOcean and Vultr both ran an Express app + PostgreSQL without issue. CPU steal didn't matter much—API response times stayed under 50 ms.

Compile jobs and CI runners: You'll hate anything with high steal. Linode and Hetzner were the only two where a Rails app compiled gems without timing out.

What to watch after you deploy

Check steal time weekly:

Look at the %steal column. Anything above 10% sustained means your hypervisor is oversubscribed. If it climbs during your app's busy hours, your users will feel it.

Monitor load average against your vCPU count:

uptime

A single-core box should sit below 1.0 at idle. If it's above 2.0 consistently, either your app is too heavy or the host is swapping you to disk (check free -h).

Test network from your target user regions, not just the DC. A Germany-based VPS is fast inside Europe but slow from Asia. Use a tool like iperf3 to a public server:

Run that monthly. If throughput drops 40% over three months, the host added neighbors or changed peering.

Avoiding budget VPS traps

Several providers advertise "unlimited bandwidth" on sub-$5 plans. They mean unmetered at a capped speed (usually 100-200 Mbit/s). That's 10-25 MB/s real transfer. Fine for most apps, but don't plan to serve large files without a CDN.

Annual-only pricing looks cheap until you realize support tickets take three days. If uptime matters, pay monthly so you can bail without losing a year of prepaid credit.

Shared vCPU means exactly that—you don't get a dedicated thread. Performance will vary by neighbor load. Providers with better isolation (Linode, Hetzner) deliver more consistent experience than those who pack nodes hard (Contabo, RackNerd).

No provider at this price point includes managed services. You patch the kernel, you secure SSH, you rotate logs. If that sounds like work, spend $15/month on a managed host instead.

Why some $5 boxes outperform $15 plans elsewhere

Network matters more than most people expect. A cheap VPS on a Tier 1 network (Linode, Vultr) will feel faster than a pricier box on a budget provider's congested uplink. Latency to your users and peering quality often matter more than raw CPU benchmarks.

Disk backend makes a difference. Hetzner and OVH use NVMe even at the low end, so database queries and file I/O feel snappy. Providers using spinning rust or older SSDs (some RackNerd nodes) lag noticeably during apt updates or log writes.

Hypervisor discipline. Linode and DigitalOcean limit how many VMs they pack per host. You pay a dollar or two more, but steal time stays low and performance is predictable. Contabo sells you eight gigs of RAM and then throttles the CPU so hard you can't use it.

Best pick by use case

Learning and experimentation: RackNerd annual promo. It's under a dollar a month. Performance is rough, but you're not serving traffic.

EU-based projects: Hetzner CX11. Two gigs of RAM and fast local network for four dollars.

US-based production apps: Linode Nanode. Five dollars, but zero surprises. The network is fast and support responds.

IPv6-only or behind Cloudflare: Vultr $2.50 tier. You get Linode-like performance for half the price if you don't need a dedicated IPv4.

Memory-heavy, CPU-light tasks: Contabo VPS S. Eight gigs is genuinely useful for Redis, caching layers, or dev environments. Just don't expect fast compiles.

Simple static hosting or reverse proxy: OVHcloud Starter. Two gigs, unmetered 100 Mbit, NVMe disk. The speed cap doesn't matter if you're fronting with Cloudflare.

Which provider to choose first

If you've never managed a VPS, start with Linode or DigitalOcean. The extra dollar or two buys you clear documentation and fast support when you lock yourself out of SSH.

If you're comfortable with Linux and want the best price-per-RAM, Hetzner CX11 is hard to beat—assuming your users are in Europe or you're behind a CDN.

If you're testing ideas and can tolerate jank, grab a RackNerd annual deal and expect nothing. You'll learn what matters (disk I/O, steal time, network latency) by experiencing bad versions of each.

Avoid Contabo for anything customer-facing. The specs look amazing, but the inconsistent CPU steal will haunt you during traffic spikes. Use it for internal tools or batch jobs where a five-second delay doesn't matter.

Test for a month before you commit architecture. Spin up your stack, run it under realistic load, and check mpstat and iotop daily. If steal stays under 5% and your app responds quickly, the host is good. If you see patterns—slow SSH at 6 PM every day, random MySQL timeouts—migrate before you go live.

FAQ

Can I run Docker on these?

Yes, but kernel overhead eats into your RAM. A 512 MB box can run one or two small containers. If you're spinning up three or more services, jump to a 2 GB plan.

Do I need a control panel?

No. All these providers give you SSH root access. If you want cPanel or Plesk, you'll pay $15+/month for the license alone, which defeats the budget angle. Learn the command line or use free panels like Webmin.

Is backup included?

Rarely. Linode and DigitalOcean charge extra for automated snapshots. Hetzner includes basic backup at no cost. For the rest, use rsync to a second cheap VPS or an S3-compatible bucket (Backblaze B2 is cheap).

What about DDoS protection?

Most offer basic rate limiting. None provide Cloudflare-grade mitigation at these prices. If you're a DDoS target, put Cloudflare in front or pay for a plan with included protection (which won't be under $5).

Can I upgrade later without migrating?

Linode, Vultr, and DigitalOcean let you resize in place (requires a reboot). Hetzner supports it. Contabo makes you open a ticket. RackNerd usually requires a new order and manual migration.
